The major disadvantage to the use of illustrations in on-line courses, the lack of suitable graphics, can be overcome by three techniques. However, both obtaining permission to use published materials and direct commissioning of designed graphics can be expensive and time time-consuming. Reluctance to use the third technique, original creation of graphic illustrations, based on either fear of copyright infringement or lack of native talent, can be overcome with a few simple methods. Utilization or these methods, and melding the resulting images into the narrative materials of an on-line course, can substantially enhance student learning.

As a professor in an on-line public administration program offering the M.P.A. and D.P.A. degrees, I am interested in preserving the quality of classroom instruction in the e-learning environment. My dual degrees in law and public administration present a challenge in conveyence of information in the on-line course that is satisfied in part by liberal use of graphic material by both the instructor and the student.
